Insert / Break-out content block

Hi,

While updating an article, specifically text in a paragraph content block, it occurred to me that a segment of that paragraph block would look good in its own paragraph block with formatting etc.

Could a feature be developed wherein you highlight say a paragraph/chunk of text, right click and have the option to break it into its own paragraph content block?

So on the example below, using this feature would break my paragraph block into three paragraph blocks 1 above, the bit highlighted in the middle and the text left below
